Referring to wikipedia in computer network science, the Proxy server is a server or an applications that acts as a mediator request from clients looking for resources from other servers.

The client will connect to the proxy server, to request service (files, connections, web pages, or other resources) residing on different servers and the proxy server will continue the requested service to that server.

Proxy Server is actually created to add structure and encapsulate the distributed system. The proxy server that you know most likely is web proxies that facilitate access to world wide web content (www), provide anonymity, bypass IP address blocking.

Referring to wikipedia, a VPN (virtual private network) extends a private network to a public network and allows users to send and receive data to a shared network or other public networks as if their computing device is directly connected to a private network.

The other side of the proxy server is not so good for privacy-related activities. The proxy server only hides the IP address and acts as a mediator. The proxy server does not encrypt connections on your network and server proxy service providers. The proxy server does not provide any additional security.
